Gall. Not certain, but this site http://www.mlbs.virginia.edu/organism/rhododendron suggests that E. vaccinii (a leaf fungus) is known to cause galls in flame azaleas (Rhododendron calendulaceum) and is thus a good candidate to cause galls in the azalea species observed here: R. prinophyllum.
